Over the course of these lean years for organized labor, union membership declined from five million in 1919 to just under three million in 1933 (Bernstein 1960, p. 84). Unionized firms are no more likely than non-union firms to go out of business--unions make concessions to avoid bankruptcy--but jobs grow at a 4 percent slower rate at unionized businesses than at other companies. Its existence reveals the power of labor, but the narrowness of the unions and the substance of what is bargained about reflect the power of capital.
